The economic outlook in the state of Wisconsin continues to look bleak, despite the cheerful press release issued yesterday by the State Department of Workforce Development. The report claims that the unemployment rate was down .2 percent from April 2008 and .5 percent from May 2007. The federally collected data, released today from the United States Department of Labor, shows that Wisconsin had the 4th largest over-the-year percentage decrease from May 2007 to May 2008. That amounts to 16,100 jobs lost over the past year. Meanwhile, government jobs continue to grow even though the economy is suppressed. Americans for Prosperity is hoping to show Madison that type of economic growth is not sustainable.

We believe that interference with the market could derail Texas’ prosperity. While well-intentioned, we are concerned that SB 896 introduced by Sen. Troy Fraser (R-Marble Falls)and House Speaker Pro Tempore Sylvester Turner (D-Houston) provides the Public Utility Commission of Texas (PUC) with additional administrative authority to review any sales or transactions that would transfer the majority ownership of a public utility to another entity. The legislation changes the rules mid-stream by changing Texas law retroactively. It sets a dangerous precedent and would create an anti-business environment where businesses and citizens could question “when is the law the law?”

The Texas Association of Counties leadership appears to be confused. They don’t want any taxpayer protections in place. They oppose appraisal caps. They oppose revenue caps. They stated last session that those decisions should not be made by the legislature but should be local options. But they didn’t mean it. When Sen. Kyle Janek (R-Houston) introduced legislation that provided for local option appraisal caps, TAC leadership testified that they opposed the legislation. (Yes, they were for it before they were against it.) The president of TAC actually had the audacity to say TAC doesn’t want their members – elected county officials – to have to vote on appraisal caps. County officials voting against appraisal caps would need to explain to their constituents why they would not allow taxpayers to determine just how much government the taxpayers want and are willing to pay for. Sen. Janek, a medical doctor, gave the TAC president a healthy dose of reality. But it didn’t cure what ails TAC. (That amazing exchange between Sen.
